Founded by IRS veterans Margaret Shattuck and Vincent Surabian, Employment Tax Consultants (ETC) is a group of former Internal Revenue Service (IRS) and Social Security Administration (SSA) professionals. Each consultant has more than 25 years of experience in the employment tax field and is well versed in all the rules and regulations related to federal payroll and employment tax obligations, particularly those covering the removal of penalties.
Vincent (Vince) Surabian has been actively engaged as an employment tax consultant following his retirement in 2000 from an attorney-advisor position in the Internal Revenue Service Chief Counsel´s office in Washington, DC. He has specialized in the removal/reduction of employment tax penalties and interest, performing such services for numerous employers as well as various payroll service providers on behalf of their clients. During that period he was also engaged for five years as a consultant to Ernst & Young´s Payroll Services function.
Vince spent the last 10 years of his IRS career working almost exclusively in the employment tax area, having authored numerous regulations, including the federal tax deposit regulations currently in effect. He authored a variety of other IRS documents involving employment tax issues and served as an IRS spokesman on the subject at numerous public and private gatherings during his career.
A graduate of Boston University Law School, Vince is a member of the Massachusetts Bar.
Before co-founding ETC, Margaret (Margie) Shattuck was the Federal Compliance Director for Automatic Data Processing (ADP), the nation´s largest payroll tax service bureau/reporting agent. In that capacity, Margie successfully directed the removal of penalties totaling billions of dollars and resolved high profile problems with the federal agencies. She also delivered various employment tax related presentations for the American Payroll Association, both at the national and local chapter levels. Prior to joining ADP, Margie´s employment/payroll tax experience spanned 26 years with the IRS. At the headquarters office in Washington, DC she administered the Failure to Deposit (FTD) penalty program and, as the resident FTD expert, was featured in the IRS educational video entitled "Deposit Simplification".
In 2013, Margie was one of two public tax consultants appointeed by Maryland Gov. Martin O'Malley to serve on the Commission to Study the Regulation of Payroll Services (CSRPS).
Margie is an Enrolled Agent (EA) allowed to practice before the IRS; she is also a Certified Payroll Professional (CPP).
